INFORMATION NOTICE

USE OF THE FOREIGN WORKERS CENTRALIZED MANAGEMENT SYSTEM (FWCMS) FOR FOREIGN WORKER EMPLOYMENT QUOTA APPLICATIONS

Please be informed that starting April 15, 2026, all matters regarding foreign worker employment quota applications, which include applications for Initial Approval to Employ Foreign Workers under Section 60K of the Employment Act 1955, quota applications, and the setting of appointment dates, will be fully implemented through the Foreign Workers Centralized Management System (FWCMS).

The application flow chart through this system is as in Appendix A.

For your information, this quota application is subject to the remaining quota ceiling for the year 2025 and is limited to the sectors and subsectors that have been determined. Quota applications for each sector or subsector will be closed once the set limit is reached. Eligibility requirements, application criteria, and the checklist are as in Appendix B.

 

APPENDIX A

FOREIGN WORKER QUOTA APPLICATION

ON A CASE BY CASE BASIS USING THE FWCMS SYSTEM

FLOW CHART	NOTES
[Quota Application] ↓	1. Employers log into the FWCMS eQuota module for the quota application and upload supporting application documents for review and verification.
[Document Review and Verification] ↓	2. Once the application documents are verified in the system, the employer selects an appointment date for the interview process at the KDN OSC.
[Setting of Interview Date] ↓	3. Employers attend the KDN OSC for the interview process with the panel according to the appointment date.
[Interview Session at KDN OSC] ↓	4. The Regulatory Agency Panel provides recommendations based on the established criteria, eligibility, and conditions.
[Quota Recommendation] ↓	5. Employers log into the FWCMS FWe module to apply for the Initial Approval to Employ Foreign Workers under Section 60K of the Employment Act 1955 from the Peninsular Malaysia Labour Department (JTKSM). * Employers will receive an email notification / can check the application status through the system to apply for the 60K approval via FWe.
[Initial Approval to Employ Foreign Workers under Section 60K of the Employment Act 1955 by JTKSM] ↓	6. Quota approval is made after the employer obtains Section 60K approval.
[Quota Approval] ↓	7. Employers must make the levy payment online through the JIM e-Payment system within 15 days from the date the approval is issued.
[Levy Payment] ↓	8. Employers download the Conditional Approval Letter (SKB) through FWCMS. The validity period of the SKB is 12 months only.
